LEXINGTON — The Dawson PPD Board of Directors reviewed a cost-of-service study at its December Board Meeting. The board ensures that Dawson PPD’s rates are fair, affordable, and sustainable for the long term.

To achieve this goal, the District hired a specialized contractor to review the current rate structure. An overall rate increase is not needed for 2025. While the current rates provide the proper amount of revenue, the board is reviewing options for new rate classes and revenue neutral changes to existing rates.

The contractor considers various factors when evaluating Dawson PPD’s current rates and any proposed changes, including operating expenses, plant additions, lender requirements, and cash general funds.

Dawson PPD’s Board of Directors prioritizes sound financial management by aiming to self-fund nearly 70% of new plant investments. This strategic approach ensures the District maintains a strong financial position and minimizes reliance on bonds.

Revenue neutral rate options were presented for the irrigation rate. The board will vote on rates in 2025.

Other items of note:

  • GM search results – Alyssa Clemsen Roberts was named Dawson PPD’s General Manager. She will assume her duties in April 2025. Retiring General Manager Gwen Kautz will remain in her position until the transition is made.
  • Revenue is .5% under budget and 5% less than last year. Operating costs are .5% over budget. Net margin is $117,000 over budget.
  • Dawson PPD wrote off about $11,800 in unpaid bills in 2024, which is significantly less than the $$57,600 budgeted for such write-offs. The board discussed nominations for officers for 31 various internal, statewide, and nationwide committees, emphasizing moving newer board members into leadership roles.
  • Dawson PPD was not awarded the bid on the Jeffrey hydroelectric power purchase agreement with The Central Nebraska Public Power and Irrigation District.
  • Outgoing board members Pat Hecox and Rodger White were recognized for their service on the Dawson PPD Board of Directors. Hecox was not in attendance. White received a plaque commemorating his 27 years of service, a memory book, and a standing ovation.
  • Incoming board members Don Batie, Dawson Subdivision, and Bob Wiseman, Lincoln Subdivision, attended the meeting. They will be sworn in for their duties on January 7, 2025, and begin their duties January 9.
  • Legal Counsel Bronson Malcom updated the board on the recent election. The race for the Dawson Division director triggered an automatic recount, as required by state law if there is less than a 1% margin.
